Abstract
Obvezni doprinosi vrsta su izravnih poreza i predstavljaju javna davanja državi te karakteriziraju veliki dio prihoda Republike Hrvatske. Oni su temeljni prihodi pomoću kojih se financiraju izdatci za zdravstveno osiguranje, za mirovinsko osiguranje te za zapošljavanje. U RH doprinosi za obvezna osiguranja spadaju u drugu najznačajniju kategoriju prihoda proračuna, odmah nakon prihoda od poreza. Temeljna razlika između doprinosa i poreza je u tome što za poreze nema unaprijed određene namjene... More njihova trošenja, dok za doprinose ima. Uplaćujući doprinose za mirovinsko osiguranje osiguranici ostvaruju pravo na mirovinu, dok osiguranik doprinosa za zdravstveno osiguranje ostvaruje pravo na pružanje zdravstvenih usluga. Doprinosi se dijele na doprinose iz plaće koje plaća zaposlenik i doprinose na plaću koje plaća poslodavac. U doprinose iz plaće ubrajaju se doprinos za mirovinsko osiguranje na temelju generacijske solidarnosti, koji se naziva i prvi stup, te doprinos za mirovinsko osiguranje na temelju individualne kapitalizirane štednje, koji se naziva i drugi stup. Doprinosi na plaću uključuju doprinos za zdravstveno osiguranje, doprinose za mirovinsko osiguranje za beneficirani staž prvog stupa i doprinose za mirovinsko osiguranje za beneficirani staž drugog stupa. Svaki radnik koji obavlja rad za poslodavca ostvaruje pravo na naknadu za svoj rad i druga prava koja proizlaze iz takvog odnosa. Dohodak od nesamostalnog rada podrazumijeva razliku između primitaka i izdataka nastalih u istom poreznom razdoblju. Nadalje, radnici koji rade na poslovima koji su opasni za život i zdravlje ostvaruju pravo na staž osiguranja s povećanim trajanjem odnosno u praksi poznat nazivom beneficirani staž. Također postoji razni poticaji za zapošljavanje radnika koji su uređeni kao oslobođenja od obveze plaćanja ukupnih ili dijela doprinosa na plaću, čime se poslodavcima snižavaju troškovi rada. Danas je u RH moguće koristiti veliki broj poticaja za zapošljavanje osoba, osobito mlađih od 30 godina. Less

Mandatory contributions are a type of direct taxes which represent public payments to the state and characterize a large part of the income of the Republic of Croatia. They are the basic income that finance expenses for health insurance, pension insurance and employment. In the Republic of Croatia, contributions for compulsory insurance are the second most important category of budget revenue, right after tax revenue. The fundamental difference between contributions and taxes is that taxes... More do not have a predetermined purpose for spending them, while contributions do. By paying pension insurance contributions employees obtain pension rights, while by paying health insurance contributions they acquire health service rights. Contributions are divided into salary contributions paid by the employee and salary contributions paid by the employer. Salary contribution payed by employee are contribution for pension insurance based on generational solidarity, also called first pillar, and contribution for pension insurance based on individual capitalized savings, also called second pillar. Salary contributions payed by employer include contributions for health insurance, pension insurance contributions for benefited length of service first pillar and pension insurance contributions for benefited length of service second pillar. Every employee working for employer has the right of compensation for his work and all other rights that come from it. Income from self-employment refers to difference between receipts and expenses that occure in the same tax period. Furthermore, employees whose job is dangerous to life and health have the right to insurance tenure with an increased duration, or in practice known as benefited tenure.There are also various incentives for hiring employees, which are regulated as exemptions from the obligation of paying all or part of the salary contribution and they lower labor cost for employers. Today in the Republic of Croatia, it is possible to use a large number of incentives for hiring people, especially those under 30 years of age. Less
