Abstract
Razvoju zemlje doprinose privatni i javni sektor, a zapošljavanje u javnom sektoru je privlačnije što proizlazi iz sigurnosti zaposlenja. Bez obzira o kojem se sektoru radi odluke menadžmenta obuhvaćaju temeljne funkcije. Danas se teži efikasnosti javnog menadžmenta. Javni sektor utječe na društvo u cjelini, te su mu primanja osigurana iz državnog proračuna, dok privatni sektor mora uložiti znatne napore za ostvarenje profita. U radu je dana usporedba javnog i privatnog sektora, te su na primjeru HZZO-a prikazane temeljne funkcije menadžmenta. Menadžment i zaposlenici su na jednak način važni u oba sektora, a na primjeru pružatelja usluga u javnom sektoru prikazana je primjena menadžerskih funkcija u ovom sektoru.
Abstract (english)
The private and public sectors contribute to the development of the country, and employment in the public sector is more attractive because of the job security. No matter of the sector in question, management decisions include the basic functions of management. Today we strive for efficiency of public management. The public sector affects whole society, and its income is provided from the state budget, while the private sector must make significant efforts to make a profit. The difference between public and private sectors, and the basic functions of a manager are presented using the example of the Croatian Health Insurance Fund. Management and employees are equally important in both sectors, but that there are differences in the management off public services.
