Public procurement is an extremely complex set of regulations and rules that must be followed by buying goods, works and services. The quality of public procurement implementation largely depends on the selection of the appropriate public procurement procedures, and they are: open procedure, restricted procedure, competitive negotiated procedure, competitive dialogue, innovation partnership and negotiated procedure without prior publication of a contract notice. An open public procurement procedure is a procedure that is most often chosen among all procedures. The advantage of an open procedure is that it is a procedure in which any interested economic operator can submit an offer. It is one of the basic procedures that contracting authorities may use to conclude a public procurement contract or framework agreement. The principles of transparency, competition, equal treatment and non-discrimination are most pronounced through the open procedure, which largely satisfies the public interest in the implementation of public procurement.
