Abstract
Razvoj odobalnog gospodarstva uvjetuje neizbježne promjene eko sustava. Kontinuirana potreba za maksimalizacijom profita ugrožava ekološke resurse. Analiziranjem posljedica havarija, sigurnost dobiva na značaju. U ovome radu analizirati će se tijek događaja katastrofe na polupotopnoj bušaćoj platformi Deepwater Horizon. Uzroci nezgoda ili opasnosti često su posljedica krivih procjena. Do pogrešaka i ugroze na plovnim objektima dolazi uslijed preopterećenosti posade ili nepridržavanja zakona izdanih od strane međunarodne pomorske organizacije (eng. International Maritime Organisation, IMO). Između ostalog, misli se na neredovito ili nepravilno održavanje plovila. Politika i ekonomski profit posljedica su nepoštivanja struke, odnosno direktnog uplitanja u definirane rokove. Cilj ovog rada je sintetizirati uzročno-posljedične čimbenike kako bi se razmotrilo je li se havarija mogla izbjeći.
Abstract (english)
The development of the offshore economy conditions the inevitable changes in the ecosystem. The continuing need to maximize the profits threatens environmental resources. Upon analysing the consequences of accidents, safety gains in importance. This paper will analyse the course of events of the blowout on semi -submersible drilling rig Deepwater Horizon. The causes of accidents or hazards are often the result of misjudgements. Ignorance, non-compliance with regulations, instructions and commands, and fatigue, fear and panic lead to errors and dangers at marine facilities. Also, this includes not performing regular inspections, and improper maintenance as a whole. Politics and economic profit are the result of disrespect for the profession, also direct interference in defined deadlines. The aim of this paper is to synthesize cause -and-effect factors in order to consider whether a blowout could have been avoided.
