Abstract | Djeca i mladi smješteni u domovima za nezbrinutu djecu nakon navršenih 18 godina ili završetka školovanja, gube pravo smještaja i skrbi u domovima te se preko noći nađu na ulici prepušteni sami sebi. Kako bi pomogao mladima u tim teškim trenutcima, omogućio im smještaj i pomoć ka osamostaljenju, Grad Split je u suradnji s Domom Maestral realizirao EU projekt Četiri palme, rekonstruiravši stari napušteni objekt u gradskom kotaru Blatine Škrape i pretvorivši ga u 8 stambenih jedinica, odnosno u 1 trosoban stan i 6 garsonjera za mlade po napuštanju domova za nezbrinutu djecu, te u Kuću za roditelje, s 8 dvokrevetnih soba u kojima mogu besplatno boraviti roditelji čija se djeca liječe u KBC Split, a imaju prebivalište izvan grada Splita. Projekt Četiri palme sufinanciran je kao brownfield projekt iz Specifičnog cilja 6e2 - Obnova brownfield lokacija, Operativnog programa Konkurentnost i kohezija 2014. – 2020., bespovratnim sredstvima iz ITU mehanizma, namijenjenim projektima Urbane aglomeracije Split, u iznosu od 592.476,06 €, dok je ukupna vrijednost projekta iznosila 1.327.056,08 €. Provedba projekta uspješno je završena krajem 2022.g. kada su u objekt uselili prvi stanari, bivši štićenici Doma Maestral, čime se doprinijelo ublažavanju problema kod integracije osjetljivih skupina u društvo, kao i osnaživanju izvaninstitucionalnih usluga putem povećanja kapaciteta smještajnih jedinica namijenjenih najranjivijim skupinama društva u gradu Splitu i Urbanoj aglomeraciji Split. U okviru provedbe ITU mehanizma, odnosno mehanizma integriranih teritorijalnih ulaganja, kao novog mehanizma Europske unije kreiranog u financijskom razdoblju 2014. – 2020. s ciljem razvoja velikih gradova, formirana je Urbana aglomeracija Split, s Gradom Splitom kao gradom nositeljem i s još 12 jedinica lokalne samouprave iz okruženja: Gradovima Kaštelima, Omišom, Sinjem, Solinom i Trogirom, te Općinama Dicmom, Dugim Ratom, Dugopoljem, Klisom, Lećevicom, Mućem i Podstranom. U ovom radu detaljnije je opisan uspješno implementiran ITU brownfield projekt Grada Splita Četiri palme, te su kratko predstavljeni i ostali realizirani ITU projekti financirani u okviru Europskog socijalnog fonda, a koji su također doprinijeli procesu socijalne integracije ranjivih skupina i deinstitucionalizacije u Urbanoj aglomeraciji Split. |
Abstract (english) | Children and young people that are placed in homes for neglected children after turning 18 or finishing school lose the right for accommodation and care in homes and find themselves overnight on the streets, left to fend for themselves. In order to help young people in these difficult times, provide them with accommodation and help towards their independence, the City of Split, in cooperation with the Children's home Maestral, lounched the EU project Four Palms, reconstructing an old abandoned building and turning it into 8 residential units, i.e. in 1 three-room apartment and 6 studio apartments for young people after leaving homes for neglected children, and in the House for Parents, with 8 double rooms where parents whose children are treated at KBC Split and whose residence is outside the city of Split can stay for free. The Four Palms project was co-financed as a brownfield project from Specific Objective 6e2 - Renovation of brownfield locations, Operational Program Competitiveness and Cohesion 2014- 2020, with grants from the ITU mechanism, intended for projects of the Urban Agglomeration of Split, in the amount of €592,476.06 while the total value of the project was €1,327,056.08. The implementation of the project was successfully completed at the end of 2022 when the first tenants, former residents of the Children's home Maestral, moved into the facility, which helped contribute with the problem of introducing vulnerable groups back into society, as well as strengthening non-institutional services by increasing the capacity of accommodation units intended for the most vulnerable groups of society in the city of Split and the Urban Agglomeration of Split. As part of the implementation of the ITU mechanism, i.e. the mechanism of integrated territorial investments, as a new mechanism of the European Union created in the financial period 2014- 2020 with the aim of developing large cities, the Urban Agglomeration of Split was formed, with the City of Split and 12 other local self-government units from the surroundings: the cities of Kaštela, Omiš, Sinj, Solin, Trogir, and the municipalities of Dicmo, Dugi Rat, Dugopolje, Klis, Lećevica, Muć and Podstrana. In this paper, the successfully implemented ITU brownfield project of the City Split Four Palms is described in more detail, and other implemented ITU projects financed under the European Social Fund, which also contributed to the process of social integration of vulnerable groups and deinstitutionalization in the Urban Agglomeration of Split, are briefly presented. |
