Abstract
Javni rashodi su sredstva s kojima se zadovoljavaju javne potrebe. Struktura javnih rashoda predstavlja udio pojedinih rashoda u ukupnima za određenu godinu. Država ih prikuplja na temelju raznih oblika financiranja koji se zajednički nazivaju javni prihodi. Državni proračun je akt u kojem su sadržani svi prihodi i rashodi države. Javni rashodi se raspoređuju na temelju nekoliko klasifikacija, a jedna od njih je funkcijska klasifikacija koja razvrstava rashode po njihovoj namjeni. Neke od skupina funkcijske klasifikacije su opće javne usluge, obrana, ekonomski poslovi zatim rashodi za zdravstvo i ostale skupine. Kada su javni rashodi veći od javnih prihoda, država mora prikupiti sredstva za njihovo podmirivanje, a to se najčešće radi zaduživanjem.
Abstract (english)
Public expenditures are resources used to meet public needs. The structure of public expenditure represents the share of individual expenditure in the total for a given year. The state collects them on the basis of various forms of financing which are collectively called public revenues. The state budget is an act in which all revenues and expenditures of the state are contained. Public expenditure is allocated on the basis of several classifications, one of which is a function classification that sorts expenditure according to their purpose. Some of the groups of functional classification are general public services, defence, economic affairs then expenditure on healthcare and other groups. When public expenditure are higher than public revenues, the state must collect funds to settle them, and this is most often done by borrowing.
