Abstract
Djelovanje i financiranje lokalnih i regionalnih samouprava regulira Zakon o lokalnoj i područnoj (regionalnoj) samoupravi i Zakon o financiranju jedinica lokalne i područne (regionalne) samouprave. Jedinice lokalne samouprave predstavljaju općine i gradovi, a viši stupanj čine jedinice područne (regionalne) samouprave odnosno županije. Temeljni financijski akt jedinica samouprave je proračun kojim se procjenjuju prihodi i primitci te utvrđuju rashodi i izdatci za jednu godinu. Proračun se donosi zajedno sa projekcijama proračuna za naredno dvogodišnje razdoblje na temelju strateških dokumenata u cilju pravilnog usmjeravanja potrošnje. Proračunska sredstava stječu se iz vlastitih izvora, zajedničkih prihoda koji se dijele sa državom, pomoći iz državnog i županijskog proračuna i primici od financijske imovine i zaduživanja. Visinu proračuna određuju faktori kao što su: broj stanovnika, struktura gospodarstva lokalne zajednice, način upravljanja prikupljenim sredstvima te sustav obračuna i naplata poreza.
Abstract (english)
The impact and financing of local and regional self-governments are regulated by the Law on Local and Regional Self-Government and the Law on financing local and regional self-government units. Local self-government units are represented by municipalities and cities, and the higher level consists of units of regional self-government or counties. The basic financial act of selfgovernment units is a budget that estimates revenues and receipts and determines costs and expenditure for one year. The budget shall be adopted together with the budget projections for the next two-year period on the basis of strategic documents with a goal of properly targeting spending. Budget funds are obtained from their own sources, common income distributed with the state, assistance from the state and county budgets and receipts from financial assets and borrowing. The amount of the budget is determined by many factors such as: population, structure of the economy of the local community, the way of managing the funds collected, and the system of calculation and collection of taxes.
