Public procurement is a set of regulations governing the financing of goods, services and works from the state budget. Public procurement is regulated by the Public Procurement Act, it is based on certain principles and pursues set goals, in order to function properly. On one side of the contract is the client, and on the other the bidder. If, during the conclusion of the contract, certain irregularities occur or the participant feels damaged, he can file a complaint. The complaint is attached to the State Commission for the Control of Public Procurement Procedures, which has been specially formed to deal with legal protection cases in public procurement. Legal protection is based on the fundamental principles of legality, efficiency, effectiveness and adversarial proceedings. Legal protection may be requested by economic operators and interested parties to the concluded contract. The appeal procedure is conducted on the principles of public procurement and administrative procedure and in the Croatian language. The right to legal protection is ensured for everyone, without taking into account the value of the contract in the public procurement procedure.
