Local self-government is a term for various organized forms through which citizens of local communities independently regulate and manage certain public affairs. In the Republic of Croatia there are 555 local self-government units, of which 428 are municipalities. A municipality adopts a budget that includes all revenues and expenses for a fiscal year, usually covering a projection for the next two years. Types of municipal revenues include: tax revenues, non-tax revenues, capital revenues and grants. Tax revenues are the most significant and account for 37% of the total revenues of the Municipality of Klis. Non-tax revenues mostly relate to income generated from municipal fees and contributions. Capital revenue mainly pertain to income from the sale of assets for investing in various projects. Significant grants include revenues obtained through budget assistance or from European Union funds. In 2022, the Municipality of Klis ranked sixth in terms of surplus among the 428 municipalities in the Republic of Croatia. In the coming years, the realization of projects and programs is expected to contribute to the development of the municipality and a balanced budget with stable revenues.
