The European Union as a community of countries aims to improve living conditions in all member countries. With a complex system, the institution operates in various fields, including the field of healthcare. Croatia as one of the members from July 1, 2013. uses the various benefits that the union provides. One of the benefits is the availability of funds from European funds. Healthcare uses the European Fund for Regional Development. The most important human resource is health. In Croatia, the Ministry of Health manages the health care system. Croatia uses Bismarck's financing model, which is based on mandatory social insurance, contributions are paid based on work, and the contribution rate is determined by the legislative body. However, the healthcare system also faces major financing problems. Some of the reasons are: disease pathologies, slow employment growth, lifestyle, as well as the recent COVID-19 pandemic. In addition to these problems, there are also problems in the state system due to the inefficiency of certain work processes. Clinical Hospital Center Split, as the second largest hospital in Croatia, which provides services to around half a million residents in its immediate and larger circle, is faced with financing problems. In order to improve the provision of services and conditions, it decided to receive support from the European Union. By improving the working conditions of day hospitals and day surgeries, which it finances with the support of the aforementioned fund, KBC Split successfully implemented the project of improving the system of day hospitals and day surgeries. The main goal of this project is to improve the profitability and access to day hospitals and day surgeries.
